Subscription growth volatility in Bulgaria's mobile market is due to saturation and the accrual of inactive SIM cards by operators as a result of intense price-driven promotional exercises. Usage of non-voice services is on the rise, but is far from strong enough to offset falling core voice and messaging revenues as well as the impact of reduced mobile termination rates. A fourth operator is expected to enter the market soon, but we see scant opportunities for the newcomer and question the wisdom of infrastructure-led investments in a market that sorely needs innovation in services .
Key Data
* Mobile subscriptions increased by 3.2% y-o-y to 11.021mn in Q115. The robust annual growth masks strong seasonal fluctuations and we believe operators retain large numbers of inactive accounts.
* Market blended ARPU at EUR7.8 in Q115 was down slightly year-on-year as operators put greater emphasis on the marketing of low-cost prepaid plans.
* The fixed-line market contracted by 2.1% in 2014, with 2.105mn wireline voice accesses in service.
