All smokeless tobacco brands are imported. In 2014, Odenís brand by GN Tobacco Sweden AB led Swedish-style snus with 84% volume share. Ranked second was taken by Philip Morris International Inc and its Parliament brand, which reached 2% volume share in 2014. Since 2011, snus produced by Swedish Match was launched under the brand Parliament by Philip Morris International in accordance with the general agreement between the two players. According to the agreement, distribution of Parliament snus is controlled by Philip Morris International in the territory of Russia. Previously, Swedish Match trialled snus in Russia from 2002 to 2010 in Moscow and St. Petersburg; however the company never shared the results publicly.

Smokeless tobacco is expected to post a retail volume CAGR of 6% and a value CAGR of 8% at constant 2014 prices over the forecast period. It is a new category for Russia. Local consumers are becoming more educated. They desire new, interesting products. With a gradual increase in knowledge of English, Russian consumers are gaining access to English language content on the internet. This tendency in combination with strict legislative regulations of cigarettes could drive growth. In 2014, there were no restrictions on the use of smokeless tobacco in public places with the exception of the Republic of Tatarstan.
