Uganda Telecommunications Report Q1 2016 - New Study Released

The Ugandan mobile market continues to attract new subscriptions , with over nine operators competing. This includes some of the largest telecoms groups, such as MTN, Airtel, Africell and Vodafone. The potential for growth is very high, as the penetration rate is below 60%, but macroeconomic trends have put a brake to stronger growth. They include low urbanisation, with operators not able to fully cover rural areas because of costs, and a high dependency ratio, limiting disposable income. These trends, allied with competition in the market, have led to low ARPU, limiting return on investment. The competition for advanced services will only take shape in the longer-term, with mobile money currently the main differentiator alongside basic quality of service for voice. Consolidation may help some telecoms trends, but will not hugely impact the overall macroeconomic conditions.

Uganda's mobile market plays host to nine mobile operators and had a penetration rate of 55% at end-2014, leaving plenty of room for subscriptions growth. The country has attracted so much interest on the back of a bright economic growth outlook for 2015-2019 and its membership in the East African Community, where ever more political and economic integration is creating new business opportunities. However, an overcrowded mobile market has resulted in unabated downward pressure on ARPUs, which fell to less than USD3 in 2015. These circumstances will prevent smaller players from reaching profitability and we expect a wave of consolidation as they exit the market over the next two to three years. This will allow ARPUs and revenues to stabilise, in turn encouraging greater investment in network expansion and service innovation from the remaining players.
