Risks to our forecasts lie to the upside as the lower price environment supports increased interest in the development of small, shallow water discoveries such as the Nene Marine field.

Despite exploration success in 2015, the long-term trend is negative, with reserves expected to fall away in our forecast period. The decline in the oil price adds further downside risk to our forecast as oil companies focus on proven areas and avoided frontier plays such as the Republic of the Congo (Congo-Brazzaville). However on the upside, opportunity lies in the shallow water exploration, such as the Nene Marine field.
SOCO International has had its exploration licence extended for another twelve months on the Marine XI licence with dialogue ongoing with the government regarding commercialisation options. SOCO was expected to spud an exploration well in February 2016 at their Mer Profonde sud licence.

Philia has completed 3D surveys of Marine XIII offshore Congo-Brazzaville. The survey acquired 237sq km of full-fold data in the northern half of the block, assessing the prospective pre-salt and post-salt hydrocarbon plays in the sedimentary Congo Basin.
Congo-Brazzaville's oil production will ramp up from 436,000b/d in 2016 to 540,000b/d in 2018 as a number of large projects come online.
In line with our strong oil production forecast over the coming years, we expect Congo-Brazzaville to reach net crude exports of 520,000 b/d by 2018 up from 416,800 in 2016. Congo-Brazzaville will remain a net importer of refined fuels throughout our forecast, due to limited refining capacity and growing domestic demand.
